He was pulled over by a police rider.
Then the police rider gives him a present.
An yellow flag on which a mascot rider on police bike printed.
He says he is distributing these to riders who are on touring in Hokkaido to prevent them from being in accidents.
And they talk each other, he says please enjoy your touring without accident.

Yes many touring riders mout the yellow flags on their bikes.
They wave each other.
This is typical scene in Hokkaido.

Roads in Hokkaido are so long and straight, many drivers and riders are often involved in road accidents for speeding. Especially touring riders are from other areas than Hokkaido and not used to its road circumstances.

I think it's cool police ask riders to enjoy touring safely rather than give them tickets with radar gun in their hands.
