Speaking from memory here, but in some american states, there is the option to 'bank' a large sum of money instead of having car insurance, and if you crash then the fees get taken from that sum. I can't remember what it's called exactly, but for people Like Rowan Atkinson who can obviously afford to offset enough to cover anything short of driving through a primary school playground and then skidding into a Bentley showroom, it would make sense to let them do that. Plus, they'd save money since if they don't crash then they get the lump sum back when they end the agreement.

This can be done in the UK, there is a law that if you deposit the money with something or other... (can't remember offhand). I do wonder whether it's worth it / how plod will deal with it though as they will immediately see, 'not in MIB database, no obvious insurance policy' as grounds for immediate seizure...
