https://www.hmrc.gov.uk/defaulters/defaulters-list.pdf

very short list though, I'm sure there are a lot more (politicians etc)
so why only publish a handful of names ??
and no one with any notoriety or even semi famous

That's just the "defaulters", which is distinct from avoiders and evaders.

Evaders got a total of 155 years and 10 months jail in 2012. The beast must feed.

I have this problem that I regard the tax man as the thief, rather than the people who try not to pay.

To be honest, the amounts of money in that report are small. Most likely busy people running everyday small business just trying to get by.

If I owned my own business, I would pay as little income tax as possible through the usual means, offshore bank account, cash in hand, VAT discounts, company car purchase schemes, expenses + labour costs being 'overestimated'

Not sure what others think, but we all pay too much tax and NI in my opinion and we'd be much better without it.

From all accounts I've heard, HMRC seem to disproportionately target small business.

Larger companies can afford compliance teams to skirt the rules as close as possible, small outfits do it by ear and often end up getting caught out.

Agreed, it's always the easy targets for any government agency.
