Depends on what you plan to do with it.
If you intend to start racing, you'll want a decent 2 stroke, like a CR250. They require plenty of maintenance so arent ideal for having a blast over fields on, unless you feel like paying for new top ends and frequent rebuilds.
If your after a fun bike to just mess about with for a few hours, find a 4 stroke. Considerably less maintenance, plenty of grunt, hours of fun.
A modern-ish 250 2T will have an unexperienced rider's arms off. Very powerful machines, whereas a 4T will be a lot more user friendly.

As Keith says, it depends on a whole load of things as to what bike would be the best for you. Including:
Your budget, What you intend it to be used for (Road legal), How experienced you are both on a motorbike and at off-roading.
The best bog standard motocross bikes around at the moment would obviously include the Jap makes:
Yamaha YZ 250
Honda CR 250
Kawasaki KX 250
Suzuki RM 250
If you're looking into the motocross side, have a google search for some KTM or Gas-Gas machines.
As far as your choice for enduro bikes go, this could be alsmot endless. Both new and second hand enduro bikes (enduro bikes being road-legal off-roaders) are very easy to come by. However, you'll struggle finding a 250 as an enduro bike in comparison to the motocross equivalents.
They tend to have a CC range from 50, 125 and leap then up to 400s and larger. However, that's not to say that 250 enduros don't exist at all.
If you're looking for some Enduro names to look into, I'd reccommend:
Yamaha DT125 (you could be the envy of everyone and get the spanking new DT125X!, TW125, XT125, WR250
Honda XR250
Suzuki DR-Z 400 (might a bit large for you)
Alfer Vr250
Beta RR250
KTM 250 EXC
Husqvarna 250
There's still a few more, and no doubt a whole load that I don't know about. It really all depends on what you want to use it for. If you want any info on any of the bikes that I've mentioned I'll be happy to tell you anything that would be helpful. Also, they're's plenty of others on these forums that own or have owned those bikes. (especially the Dt125). So if you're intrested, make a more specific thread and you'll probably get more specific answers.
