Does the bike entitlement shown on this licence mean the person has a full bike licence?

I'm guessing that's restricted to tricycles, or a bike with stabilisers. The 79 is a restriction in vehicle type, so I'd say no.

EDIT: Odd, as 125 is a specific tricycle only restriction.

Correct me if I am wrong, it looks like they are restricted to tricycles. Possibly disabled.

Tricycle restriction code 79 (tri).

I wonder how many coppers or insurers will know that's a restriction instead of additional entitlement? Thinking

It's been added because due to the 3rd EU directive tricycles have now been moved from category B1 to full category A (with a sub category of A1 for trikes with a power of under 20kw), this is because trikes are now re classified as motorcycles, this means anyone with a motorcycle licence has now been given additional entitlement to ride one (either car or motorcycle based) and anyone with a car licence issued prior to 19th January needs to be given a motorcycle licence keep their trike entitlement, hence category A (with code 79 restriction) however the EU directive also states that any licence issued for category A also gives access to A1 and A2, I have tried asking DVLA if the trike restriction code is also applicable to either of these sub categories, so far I have not had a response.
