I thought it was common knowledge but no worries..
'car tax' or 'road tax' is it's wrongly known in both cases is actually Vehicle Excise Duty, and is based solely on vehicle emissions. Nothing to do with paying for right to use the road, or paying to fund maintenance and repairs, that's what general taxation goes towards.
Council tax goes to your local council, which in turn pays for local repairs and maintenance to the roads under that council (evidence would suggest otherwise though eh?).
General tax pays for everything else, including a lump going to the Highways Agency, that contract out Areas of the UK road network, eg. I work for Amey, we have Area 9 which is basically the A and M roads in the West Midlands, Staffordshire, Shropshire..
We do all the surveying, costing, design etc for these roads, then ask the HA for money for the repairs each year. Could be £20k, could be £1m+, it's a long process.. |

Well that doesn't surprise me in the least. We originally paid rates which covered things like the police, refuse, repairs etc now they are telling us we have to pay for our refuse collections, We pay more to the local councils now and get far less services for it.....go reckon???  |

Best pothole I have seen around wigan is on Manchester road. Council filled a large pothole, with a nice big square of Tarmac, pitty the corner of the pothole was outside of there square, so there is still a pothole there with a nice strait line of Tarmac across the middle of it you think that the person filling the pothole would have just finished filling it, but no just left a bit of it not filled in. ____________________ Lexmoto Street 125 (sold) - Kawasaki ZR7S |

This is all undoubtedly true now.
But...before the link was made between emissions and road tax, what was the justification for vehicle excise duty?
I could be wrong, but it was widely believed it was to pay for the upkeep of roads? ____________________ CB125 (seized it), GS125 (passed test on it) , KLR 250 (Stolen) , RD 350 YPVS (Insurance forced sale) , GPX250 (Girlfriend forced sale) , 20 year gap, ER6f. |

I wish in a way, companies like ours could absorb the minor roads within our Area.. We've got the scheme in Birmingham though.. |

It's entirely about purchasing access to public roads. Don't want to use the public roads, declare SORN. Want to use the public roads, pay VED.
Really, what part of that is confusing? ____________________ Biking is 1/20th as dangerous as horse riding.

I don't mean it like that, obviously if you don't pay your VED, you can't be on the road.. I mean in the way that not every vehicle has to pay it, ie. zero emission cars, cyclists etc. If VED paid for road maintence then that wouldn't be the case, because a zero emission 4x4 still wears away the road.. |

Footists, pedalists, horsists and some electropedalists are exempt enjoy an unconditional right to use the road.
All motor vehicles have to obtain a VED license to use the public road. ____________________ Biking is 1/20th as dangerous as horse riding.

I know they have to in order to use the public road, the original point is that VED / road tax, whatever you want to call it, doesn't pay for road MAINTENANCE.  |
