Service Renew your driving licence

You can renew your driving licence online if you have a valid UK passport issued in the last 5 years. Apply using your Government Gateway ID. If you don’t have one or need to re-register, you’ll get an ID as part of your application.

That's one way for ID cards to be phased in.
