I recently obtained some spotlights for my bike. Put them on. Now, because of the indicators I had to put them on upside down. Not a major problem but cut a long story short here they are

Now, ignore the right bulb as that was broken but I thought at 10w they were quite pathetic. So I went out and got 2 x 21w bulbs and the result is a bit more impressive

Now, that looks better. However, to get that far I had already blown a 15 amp and a 20 amp fuse, this one is a 30 amp fuse. However, shortly after this photo was taken I could smell burning plastic, so I removed the bulb, put in a new 15 amp fuse and they currently sit bulbless.
Now, I went to Halfrauds and asked advice. I intended to wire them in seperately with perhaps a switch, but the guy advised me to fit then to my headlights via a relay. So, I bought a relay with some spade connectors.
Now, off subject slightly, tomorrow Ive going to take the idicators and make the wires longer, cut a hole in the back of the spotlight bar and put the indicators on the end of the spotlight bar. This will enable me to put the spots the correct way round, so I may as well as do the spotlights.
Now, here comes the problem. As I mentioned in my intro post I can do what Ive done before, but other things I havent a clue.
I have no idea about relays, never used them before.
How would I wire up these spots?
Would I use the existing headlamp wires?
Run a new wire from the battery to the spots?
Should I get a second relay and use one for each spot?
How bright can the spots go before they become illegal?
Should I wire up the spots to the high beam?
