The guy on the push bike is most likely doing the best part of 20 mph. The road is the best place for him to be.
Cycle paths on pavements are great for slow 'nodders' who amble along at 10 mph or less or other less confident riders.
In fact he looks like a fairly experienced cyclist and appears to be doing a safe job and not causing any issues. Doesn't even get riled by the tool on the motorbike.

This seems to come with the territory. I suggest you do what I do and stop looking at vlogs.

Looking at their vlog and commenting on it only feeds their need for attention. Reposting the links elsewhere gives them more views and views make them feel important. By viewing their vlog, you validate their actions.

If they posted half a dozen vlogs and nobody looked at them, they'd stop.
