Depends how they have restricted it. The official kit is a blanking plate in power valve, and this will quieten the bike down a touch (but not enough that most people would notice).
A lot are "restricted" by just disconnecting the power valve, and connecting it back up again will make no difference to the noise between 2500rpm and 8000rpm (as between those revs it is closed anyway). Below 2500rpm it will be open and will sound slightly louder, but not really a problem at idle. Above those revs it will be noisier, but best off not revving it that hard near home anyway.
The other "restriction" is just the cdi being deliberatly screwed up to cause a large flat spot between 5000 and 6000rpm. This it is there for the noise tests so that the bike will not accelerate when it is tested under the correct proceedure. Not really an issue (as if it did just bog down on you in real life you would just knock it down a few gears anyway).
