I spotted a scooter on eBay that might be worth a punt if it goes cheap, but it has been imported from the USA and is not registered. My question is, as well as paying for registration, would there be a nasty sting in the tail from vehicle import duty?

my understanding of this having looked at importing a car is that it is the person who imported it who should have paid tax. The import tax is paid at point of import not point of registration. I could have been told wrong but I dont think so.

A local motorcycle dealership imports from the USA (DK motorcycles) and sell them on eBay unregistered.

Below is just one of their many listings tells you how to register it, doubt it would be to hard to register the scooter. However proving the year of manufacture may be the interesting part of registering that particular bike.

https://www.ebay.co.uk/itm/Circa-1984-Kawasaki-KZ1000P-Ex-Police-CHIPS-Unregistered-US-Import-Restoration-/310749829673?pt=UK_Motorcycles&hash=item485a221a29

Regarding vat and duty it depends if they have proof if not you might get the sting.

"Importing your motor vehicle to the UK from outside the EU

If you are importing a motor vehicle into the UK from outside the EU you must declare the vehicle to Customs and pay the VAT and duty due. HMRC will give you confirmation that you have paid the VAT and this will allow you to register the vehicle with the DVLA or DVA".....

from here...

https://www.hmrc.gov.uk/vat/sectors/consumers/personal-vehicles.htm

From reading that, I guess if they have paid the duty they will have paperwork to prove it, if not then assume they have not and adjust the offer accordingly?

Yeah, I wouldn't be trusting anything DK say. There was a very informative, loooooong, post on here once about DK.

Unless you value your time very cheaply, I'd let someone else scoop that "bargain".

For starters, have you found an insurer who will touch it, and at what cost?

Good point. I hadn't given a thought to insurance. I should think it's a model sold elsewhere in the World though so perhaps it's just a case of identifying it to the satisfaction of the insurer?

Thanks Gixer. If I have read the eBay ad correctly, the seller acquired the scooter from someone else who imported it. That could be problematic if there is no paperwork. I'll message the seller and ask.

At any rate, this potential bargain is already starting to look like a minefield!

Yeah wouldn't trust them with a barge pole personally, know a few people who have had bad dealings with them.

Yes, there would be a nasty sting in the tail from import duty. If you, as the owner and keeper of the vehicle cannot prove who imported it, then HMRC will hold you liable for any unpaid vehicle duty.

I had a £3.50 bill from them for a small, metal plate which is a very cheap way of learning this lesson. This was just £3.50!

If their paperwork is all in order then life is good from a taxation perspective, but you need the paperwork otherwise HMRC are as persistent and slightly more aggressive than the terminator.

I think custom, vat, import duty are paid at the time it landed on the British isles. Ie as soon as the shipper hit the harbour for unloading that is when you pay

Have you considered why the seller is selling it.
I suspect they've already attempted to, or looked at the cost of registering it & getting it on the road ..... and given up
