Some may have already heard about the new road tax laws coming into effect next October. I heard a few days ago but not from reliable sources - however, it was discussed on BBC news this morning. To sum it up, as of next October we will no longer be required to display a tax disc on our vehicles.

About bloody time!!!!

https://www.bbc.co.uk/news/uk-politics-25223631

Seems it's official.

Interestingly, in that article they quote Hansard:

Hansard, on 26th March 1888 wrote:
Chancellor George Goschen: Apart from the Carriage Tax, which is a tax mainly on the more luxurious carriages - carriages, used for pleasure - there is at present no tax on any other vehicles, however much they may destroy the roads.

We propose to put a duty of £1 a-year upon every vehicle exceeding 10 cwt. in weight, a very moderate limit to take.

Members will acknowledge that the principle that all those who use the roads should pay for them, and should pay in some proportion to the wear and tear that they cause, is just. But I have not yet exhausted the subject. We propose, also, to put a very small Wheel Tax upon every vehicle.

Colonel Nolan, MP for Galway North: Not on carts?

Chancellor Goschen: Yes. We propose a duty of 2s. 6d. per wheel upon all carts over 2 cwt.

Colonel Nolan: Oh!

So, in principle, the intention of the framers of the legislation was to ensure a 'user pays' system. That particular example was aimed at weight limits, but the intention was for all vehicles which had wheels would pay some small amount towards upkeep of the roads.

Cyclists, I'm looking at you.

I saw that and thought great,

Just wonder what kind of cock-up will be made of it, and what stupid conditions will come attached,

Anyone know any more?

So not displaying a tax disc will be precisely no different to what I do now.

Likewise!

Since they have implemented the ANPR and electronic database system there has been no "real" need to display one - other than because the law said we had too!

I've not displayed one in the 9 months I've been biking. The guy I bought the Fazer off didnt display his (still in the letter, hasnt been taken out) and the bike didnt come with a holder so I haven't bothered to do so.

So far, so good.

Slight note of caution, I believe that this will require primary legislation, not just a regulation change.

It'll probably sail through, but if it's tied to a cull of the sponging Taffies at DVLA (yay!) then it could get political.

Of course, this will be a precursor to a rate hike, or a usage-based charge (or more likely surcharge).

Is there a bulk discount for also paying for a car and a bike too?

Maybe car and bike gets the bicycle free?

I'm in two minds about this. A few months ago I was going to take my bike out for a ride after months of it being sat in the garage and I realized it still had the old out-of-date tax disc on it. I was sure I had taxed it and I spent about an hour and a half looking for the disc. And then the penny dropped; I checked on the internet - again - and this time read more carefully. My bike was on SORN. I had forgotten.

If I hadn't needed a tax disc I wouldn't have double-checked and I'd have been riding around on an untaxed bike.. and maybe that's what they want us to do.

Also, I like to be able to see if there are cars and vans parked around my street that have been dumped and the only way to do that is to check if the tax is out.

I've not displayed a tax disc for 2years.
Last years is in my wallet i think, this years is still in the envelope.

But I wonder which guy is getting a pat on the back for realising there is not point to displaying tax on a vehicle, it's not like "the people" have been saying it for years....

A saving of £7mil is good though, but as the borg says, I wonder if they will increase the price which person is going to be out of pocket because they no longer have the tax disc printing contract?

If it is a fat cat's bother we may see this becoming a long drawn out drama as we all know that fat cats hate to lose their brown kickback envelopes.

Did I also see that it may go to paying monthly. That would be fine if they didn't add a little bit because you didn't pay in one big chunk. And discounts for the number of vehicles would be good too.

Agreed, why are they charging a little extra when paying monthly by DD when most other places offer a discount for doing the same thing?

I didn't know you could even pay monthly when did that begin. Thought it still either a 6 month-slightly hiked disc or 12 month disc.

As I understand will begin October 2014 when no need to display.

I guess it'd be like insurance pay monthly that they cancel if you miss a payment. They'll send you a fine for having no tax if you miss a payment.

Monthly payment = continuous payment authority = paving the way for usage based charging.

Pay monthly, so when the government up the costs they can start collecting immediately rather than having to wait up to a year for you to buy a new tax disc.

Thinking Just curious. How would you work out usage?

I'm already thinking ANPR cameras (iirc they're converting traffic monitoring ones to have ANPR capability) to monitor speeding (i.e. time between point a and point b on given section(s)). That'd involve a lot of infrastructure (and cost) if also working out usage.

So what do you mean by 'usage based charging'?
