I would agree with the other posts. If you have never toured before France is a great place to start with fantastic empty roads, plentiful accomodation for all budgets. If you're concerened about going on your own why not look up for a local group or club that will have other intrested in joining you. As for luggage lot's of options cheap throw over soft panniers work for me. Do a bit of research on line of what you want then go and enjoy yourself.
