the bit that concerns me is the "individuals" that will have access

employers, fraudsters, hell anyone i guess, for me my drivers licence is my main id and for the sake of a potential £15 id rather have it private ( ish)

Presumably it will require permission from the licensee, which you'll be completely free to withhold as long as you don't want to buy insurance or hire a vehicle.

I trust insurance companies as much as I trust the Metropolitan Police - that is, not very much at all.

when i heard that on the radio i think my exact response was 'are you taking the piss?'

do they really think we're that stupid to get all giddy about a 'UP TO £15' off our premiums when we'd get that or better anyway just by phoning up and going 'err, can you do any better on my renewal?'

Which often saves you a lot more than £15 anyway. I've had quotes reduced by £100 just by phoning up and telling them that I want it cheaper.
