If it is the flooding, to save money, they stopped dredging a lot of rivers in 1996 - after they had been done for hundreds of years. No, the water table is the level at which the water settles in the ground, if it's higher than the river levels (ie saturated to standing water flooding point) then it doesn't matter how much dredging has occurred. Our society seems more concerned with quicker run off techniques which then just create problems for coastal areas.
Dredging helps under normal weather patterns and would have delayed the flooding onset but with the recent weather stuff was going to flood regardless.
