​Change of Period of Grace for Tax Disc to 14 days for new vehicles, renewals, change of keeper and replacement.

Background



Historically, motor dealers have provided customers with a tax disc on the sale of a newly registered vehicle. Changes in the operational processes of the Driver and Vehicle Licensing Agency (DVLA), and the closure at the end of 2013 of the DVLA local offices that administer tax discs, mean that dealers will no longer be able to supply tax discs. This means that new vehicles may not have a tax disc at the point of collection by the customer.

What this means for customers

From the date the vehicle is registered, it can be driven for 14 calendar days without displaying a tax disc. The disc will already have been purchased at the point of registration and will be posted by DVLA to either the dealer address, the address of the registered keeper or the address of the fleet operator.

Other circumstances

This change in legislation also applies to renewals, change of keeper and replacement excise licences.

The legislation

The display of a tax disc is governed by Section 33 of the Vehicle Excise and Registration Act. It is this section which has been changed, by legislation in the Finance Bill 2013, to allow for the non-display of a tax disc for 14 calendar days from the date of registration. If the tax disc has not been received within 8 days of the date of registration, DVLA will provide a free duplicate. Registered keepers who have received the V5C can visit one of 400 Post Office branches to obtain a free duplicate. From 24 June 2013, you can check which Post Office branches will offer the service at www.postoffice.co.uk/branch-finder



If you are a dealer or fleet operator and you are expecting the disc to arrive at your premises, or you are the registered keeper who has not received the V5C, you will need to contact DVLA on 0300 790 6802. All customers in Northern Ireland who have not received their tax disc after 8 days should contact the Driver and Vehicle Agency (DVA) on 0845 402 4000.

Its been about 3 weeks since I got both V5's for my bikes yet the DVLA are still refusing my online SORN for one of them Evil or Very Mad


I dont quite understand how they can refuse the sorn?!?!? not sure what the law says on the matter.

It goes back earlier than that. When we picked up our new car in December, we drove it off the forecourt with no tax, with a 14 day grace period....so when it started, idk....but it's definitely since 2013 sometime.

The law says that while surrendering a vehicle license (tax disc) or when it expires, that you may at that time make a declaration to the Secretary of State (for Transport) that the vehicle will not be kept on a public road.

That's not at all what happens in practice. That the DVLA will (at their discretion) set a "SORNed" flag on a vehicle with extant VED is a bonus.

If you're concerned, then what you should do is to send a SORN declaration to them, and I'd send it recorded delivery, not just proof of postage.

In the final analysis, what will matter is that you have a record of something being delivered to them, so the actual contents won't matter that much.

So if I buy a second hand bike from an individual then does this 14 day grace period extend to me too?

I.e. can I ride it home and then tax it online there?

I thought that vehicles would no longer be required to display a tax disc anymore anyway?

It's infuriating that all this change is just to scam money out of the public, I understand the changes are coming in later this year so i may be able to avoid them this time around.

Hmm the 14 day grace for buying a new vehicle has been in place for quite a while, bought my bike last October without one...

However the change to include renewals, change of keeper and replacement licenses seems odd considering we're only a few months away from not having discs any more.

Unless they mean that you can use a second hand vehicle for 14 days without tax if you have just bought it, but that would be an unenforcable disaster. There will be vehicles that change keeper everytime the V5 is returned!

No, posting costs money, recorded costs lots of money. Ive taken a screenshot of the DVLA website refusal.

The advisor on DVLA tax number also refused to do her job, she said she is posting me a form Evil or Very Mad. She has all the details so why cant she do it?!?
I believe any court would agree I have made reasonable attempts to SORN and the DVLA should go fuck themselves Laughing


What I am slightly concerned about - is this whole issue indicating that I will have problems when I decide to tax her in the near future? Sad
