If they do bother to get their recovery firm out to impound it, they'll just stitch up the owner with a bill for doing so.

Big ask, but have you considered slapping a chain on with a note saying that you'll release it to the owner, and only the owner, for the princely sum of a handshake and a "Cheers, bruv"?

Have no way of finding the owner Question

Also its been picked up now I assume by the popo unless they notified the owner and they picked it as it was rideable

Wouldn't the DVLA sell you the registered keeps details for a few quid?
Especially if you are calling from Dodgy Get Robbing B Sted Parking Ltd

OP already did more than most people would have.

I'm really not sure what I'd do under the same circumstances. It bothers me though that owners get a "pay up or else" bill from the old bill, based on a blatant - one might even say fraudulent - misrepresentation of the law.

I can foresee a potentially unwelcome outcome resulting from doing that.

The DVLA would let you register a new V5 for the bike in your name. As you know the V5 isn't proof of ownership.
