That's the wording of the legislation. SORN is something that you're supposed to do only when a vehicle license expires or is surrendered.

Yup. It will be all change in October when they do away with physical vehicle licenses ("tax discs") but right now, the "tax disc" is the vehicle license. If you have it, you're good to ride, regardless of what Swansea think.
