My new job wants to put me through the local Ambulance Service's blue light training scheme to get me able to drive under blue lights. To me being naive about such things, I can't help but think there's more to being legal under blue lights than having the appropriate training. There must be legal exemptions but how do I find out if I'd be covered.

Any experts in such matter put my mind at rest. I can't see the acceptable answer to "Why were you doing 90mph" as being "But Officer, I have a flashing blue light!"

(1) No statutory provision imposing a speed limit on motor vehicles shall apply to any vehicle on an occasion when -




(a) it is being used for fire and rescue authority purposes or for or in connection with the exercise of any function of a relevant authority as defined in section 6 of the Fire (Scotland) Act 2005, for ambulance purposes or for police or Serious Organised Crime Agency purposes,



(b) it is being used for other prescribed purposes in such circumstances as may be prescribed, or



(c) it is being used for training persons to drive vehicles for use for any of the purposes mentioned in paragraph (a) or (b) above,



if the observance of that provision would be likely to hinder the use of the vehicle for the purpose for which it is being used on that occasion.




(2) Subsection (1) above does not apply unless the vehicle is being driven by a person who -




(a) has satisfactorily completed a course of training in the driving of vehicles at high speed provided in accordance with regulations under this section, or



(b) is driving the vehicle as part of such a course.




(3) The Secretary of State may by regulations make provision about courses of training in the driving of vehicles at high speed.




(4) The regulations may include -




(a) provision about the nature of courses,



(b) provision for the approval by the Secretary of State of persons providing courses or giving instruction on courses and the withdrawal of approvals (including provision for appeals against refusal and withdrawal of approvals),



(c) provision specifying the maximum fees that a person may be required to pay for a course,



(d) provision for the training or assessment, or the supervision of the training or assessment, of persons providing courses or giving instruction on courses,



(e) provision for the evidencing of the successful completion of courses,



(f) provision authorising the Secretary of State to make available information about persons providing courses or giving instruction on courses, and



(g) provision treating courses of training in the driving of vehicles at high speed which have been completed before the coming into force of the regulations as if they had been provided in accordance with the regulations.




(5) The regulations may include provision for the charging of reasonable fees in respect of any function conferred or imposed on the Secretary of State by the regulations.




(6) The regulations may make different provision -




(a) for different classes of vehicle,



(b) for different descriptions of persons, or



(c) otherwise for different circumstances."

It is advisable to read the new requirements fully and ensure that any individual driving an emergency vehicle at high speed has received adequate training, which is accredited and documented correctly.

Special forces exemption has to be included in all traffic regulation orders now, including speed limits.

There are three main exemptions for emergency drivers, which are:

1) Exemption from speed limits

2) Exemption from stopping at a red traffic light (it's to be treated as a Give Way)

3) Exemption from keep left/keep right bollards.

They can only be used "if not to use them would impede the reason for which the vehicle is being used," or words to that effect. In other words, only use them if you need them.

If you use an exemption and a collision occurs, as a general rule you'll be the one in trouble.

I've seen blood cars/bikes with blue lights. Don't think they can go over the speed limit though!

Pretty much just like normal traffic except traffic moves out the way for you IF they are switched on enough to spot the bright blue lights

Correct, a mate is a blood car/van driver, he says its so embarrassing driving along at the limit on a blue light run and having normal traffic go past you.

I got overtaken by a speed camera van once. I thought it was a bit naughty but it was worse as I was being naughty myself Wink

Do blood cars/bikes (from the National Blood Service rather than charity blood bikes) have trained drivers or just allowance to use blue lights.

I don't know if they still do, but there used to be police forces who would allow untrained/not-yet-trained officers driving panda cars to use blue lights without the exemptions/privileges. So basically had to stick to speed limits, stop at red lights, keep the correct side of traffic islands etc, but were allowed to use blue lights (without sirens) to get through traffic.

Possible the blood service have a similar thing which would save unnecessary driver training costs.

I am a blood bike rider for a charity (SERV).

There is no striaght answer for us, it depends which group you ride for.

My group, although we have a few marked bikes with blue lights on, they are for display/publicity use only.
We are not blue light trained and our insurance does not cover us if they were used.
(That even applies to some volunteers who are current serving traffic police motorcyclists)

But, some groups around the country do have blue light training and are exempt.

We can not technically take an "emergency" run, as that requires a blue light run (so is done via an ambulance), we take up to and including "Urgent".

Some groups can do the emergency runs.

That said, we have just become an independant charity (having been part of national SERV), and one of the things being looked at is getting riders blue light trained and getting appropriate insurance.

As has been noted, a blue light means that some photons are being emitted, and that's it. It doesn't mean that you can or will do anything that you couldn't have done without it, and you most certainly should not change your riding just because you're showing one.

So why would it change your insured risk? Eh?

There is no training requirement for Blue light use, the act was never made law.

Insurance companies don't like Blue light users, they assume rightly they will drive like twats so charge them as such.

Incidentally the PDF Matt refers to is massively out of date, assumed the act would be enacted, that the hospital doesn't hold stocks/have fridges and would have been revised every 3-6 months after being written. This is obvious by referring to the National Blood Service NOT the NHSBT as it is now generally called.
