Restricted by just a throttle stop?

Hi all, I have a k5 pointy sv650s, which is restricted to 46bhp with a throttle stop.

I vaguely remember the garage telling me that they fitted the FI International throttle stop and that was it.

I didn't actually ask them for confirmation that there were no other restrictors and since I've not seen any account of JUST a throttle stop I'm beginning to doubt what they told me.

I've got the throttle bodies off and can't see any washers or anything unusual anywhere, I've removed the throttle stop, and want to avoid the possibility of putting the bike all back together and it still being partly restricted because I missed something.

So does anybody know if a bike can be restricted by JUST a throttle stop?

Yes, it can. Although I thought Fuel Injected SV's usually had a different ECU to restrict them as well,
