Westminster parking - I forgot

Bottom line I arrived at a bay at 8:30pm left it at about 23:40pm, forgot to pay, realised and Paid 00:23.

A few questions.

How are Tickets issued? Do people walk round or is it done by cameras?

Would I get one on the bike or posted?

If I do get a ticket will the fact that I forgot and paid before I new about a ticket be any ground for an appeal?

If issued by warden, it has to be on your vehicle with proof (photo) that it was there for it to be valid. If issued by camera, unlikely if it's a pay n display bay, then you'll get it by post.

Should be on the bike.

No. It's your responsibility to check before you park. But it's certainly worth a try.

Here is were it was.

I can't see any cameras and if it was a warden there should have been a ticket on my bike right?. It also looks like I the sign says payment is only between certain time although I can't make it out.
