If you've had they flywheel off, check the woodruff key was in place when you put it back on!
Sometimes, the woodruff key can fall out whilst the flywheel is off - and if you weren't aware, the ignition timing will be off. ____________________ Honda Varadero XL125(V8)

It's a 28 year old 2-smoke. Likely thrashed whenever ridde by succession of kiddie-go-kwik owners, with minimal maintenence when-ever it's broken so bad as to not move.
I would suspect its probably never had a full engine rebuid, and at 28 years old, eve if nothing more is buggered down below, I would imagine that the crank-case seals have almost certainly seen better days, and are likely to be hard and not best sealing... if not, then you can have all the compression up top you want, but no good if you have no compression down below to shove it up top.
However, as mentioned, check rotor wood-ruff as first port of call... actually no... check the fucking manual as port of call! What the hell you doing trying to rebuild an engine without the book! Where did yo get things like cylinder head stud torque settings from?
THEN check rotor key, then check your exhaust for pin-holes. 2T's are exhaust sensitive, harmonic resonance is only reason they work... any hole or leak in the pipe screws that up and they dont work. Most 'carburation issues' tend not to be in the carb but in the pipe... Also.. did I mention GET THE FUCKING BOOK! Answers so many stupid questions so you don't have to ask them here And tends to be more useful way to spend £20 than on a back-street mechanic to 'have a look' and tell you its not worth his time to fix it. ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!
