At Chief Constables’ Council on October 17, chief constables took key decisions on the development of a new body that will coordinate operational policing at the national level


In July 2014, chief officers voted in support of proposals to establish a new coordinating body that would be hosted by, but independent of, the Metropolitan Police and would replace the Association of Chief Police Officers (ACPO). These proposals were drawn up by a group of chief officers implementing recommendations made by General Sir Nick Parker’s review of ACPO.

Following that mandate, the implementation group continued developing a legal structure, operating model, secretariat structure, process for a chief constable to be selected as an independent leader, organisation name and future funding.

The group consulted all ACPO members on how the new chair should be elected, the name of the body and the emerging operating model; final decisions were made by chief constables.

It was agreed that all chief officers would elect a chair before the end of 2014. The intention was to ensure that the electorate is inclusive to ensure broad support. Chiefs agreed a fixed term appointment of two years with a maximum of four years subject to satisfactory performance.

The National Police Chiefs’ Council was chosen as the name of new body.

“The Police and Crime Commissioners largely fund the Association of Chief Police Officers, the body that represents senior police officers at the national level. A Working Group representing the PCCs asked me to carry out a review to determine whether they were getting value for money for this service, and whether standing structures and functions are appropriate in the context of a changing policing landscape. The report has been completed and I have passed it to the Working Group for their consideration. My recommendations highlight that ACPO has carried out some critical and enduring functions, but there is scope for change particularly in the way that these are governed.”


Can't wait to see how the latest 'boys club' PLC comes up with ways to extract money from motorists.

So the new acronym is NPCC.
I wonder how many times that'll be confused with a car park company?
I wonder how many times that'll be confused with a child protection organisation?

I'm struck with a sense of "The king is dead, long live the king", or "the more things change, the more they stay the same" ("plus ça change, plus c'est la même chose" as I'm told is the original French expression).

One point. Does this make all previous ACPO 'guidelines' null and void or is it just a case of using Tipp-ex and changing the titles? I say guidelines of course as they can be (and are) ignored whenever suits.
