It looks about as expected for a new rider. I bought something similar for my first jacket.
The neon yellow will get mucky if you ride in wet weather, and it will probably develop leaks after a few months. If you take to this riding thing seriously, you'll probably want to spend twice as much on a better jacket in 18 months. I did. And then you'll want a different jacket for summer riding / touring, and yet another jacket as part of a leather suit, ...
But I don't think you're doing the wrong thing. It took me some time to get acclimatized to the cost of good gear, to the point that I was willing to make the investment because I knew how much of a difference it made. You're on the learning curve, and it's hard to justify a larger expenditure early on, if you're not sure how serious biking will be to you.
If budget is a factor, you can always add more waterproof layers should it leak down the line. I think you'll have a hard time keeping it both clean and waterproof though. Washing probably won't do the seam tape a whole lot of good, and it's at the economy end of the quality spectrum. ____________________ Bikes: S1000R, SH350; Exes: Vity 125, PS125, YBR125, ER6f, VFR800, Brutale 920, CB600F, SH300x4
