Looking for options for 10" tablets; need to be able to take a SIM, have GPS and ok camera that isn't too bad in low light.
Likely will be used for satnav, which will be the most complex software used.
The rest will be a bespoke application which shouldn't be too hardware intensive.
They will be used on a daily basis by people visiting customer's homes, so not TOO fragile. Also, customers would be signing on the screen, so something with a reasonably accurate screen when used with an appropriate 'pen'.

The camera will occasionally be used to take pictures, but mostly used for bar-code scanning. While it would be nice to have a camera with decent low-light performance with an LED light, as that seems to make difference in price I'm thinking a much easier/cheaper solution would be a little keyring LED torch or similar for use in low light would solve that (maybe integrate it into a case?)

As much as I don't like them I'd say the iPad is usually the best fit for tablet stuff. Failing that the Galaxy Tab 3 might be a good fit.

Sorry, should have stated it needs to be android.
(I would consider windows possibly, but Android makes by far the most sense.)
As per the comments on low light, price is a factor and for the cost of a 3g iPad you can get a VERY good android tablet.

The Tab 3's camera doesn't seem to do well at all (it's their budget tablet). The 2014 Note 10.1 does much better, but bumps the price up.
If it doesn't have the decent camera (so will need some kind of external light for low light, ideally I'd like to look to cheaper options, as then likely the only factor is going to be accuarcy of the touch screen for signatures.

Extra light shouldn't be an issue.
Have come across LED lights that plugs into headphone socket and syncs flash with appropriate app.

As to a cheap tablet have you tried window shopping on eBuyer.
Daughter's first tablet was from there.
However, got knocked of table by cat onto laminate floor. Cracked screen although still usable.

She now uses Samsung Tab 3 as part of upgrade deal when Phones 4 U was still around.

Didn't know about said external lights - interesting, but only one I can find is $49, which is a bit pricey compared to my thought of an LED keyring torch which can be got for well under a quid delivered Smile.

I've mentioned the Pipo 3G max here before, it's fairly budget but mine has held up well to over a year of abuse. Be prepared to flash a non-factory ROM onto it but once done it's been pretty much rock solid. Does everything you want apart from having a flash, you'd need that keyring LED.

ive got the older galaxy note 10.1 and that is pretty well specc'd and can be had for cheap-ish and the stylus pen thingy is awesome and really accurate

Cheers - had a look at pipo models and there's a lot of different ones.
This seems to be the best value for money which matches my requirements: https://www.ebay.co.uk/itm/271707982546 (does have flash too).

However, being fairly new, may be limited flashing options.

Older notes still seem to be reasonably expensive and ideally we'd be looking new - but then Samsung will mean more (community) support for any issues and likely much more rooting/flashing options.

You mean a Surface or Surface Pro? Sick

I don't care how many dollars Micro$oft wank away shilling those things in slick contentless TV ads, they're shite. Windows 8 is still Windows 7 with some ugly tiled interface on top, and like the OS the hardware is a hybrid between a tablet and a laptop where neither is particularly good. Thumbs Down

Lots of other non-Microsoft windows tablets around.

I have a bit more experience developing on windows systems, but nothing recent so haven't even looked into that at all as I was planning on android, which makes the most sense unless someone comes up with an amazing Windows choice.

The OS is pretty irrelevant as it'll be used in a 'kiosk' fashion.

What is relevant is the availability of APIs and so on, for which Android definitely wins.
