Checking a bikes history from the VIN number

I'm looking at buying a track bike with no plate or log book, the seller has given me the VIN Number (JS1B2111200101987) but I can't seem to find anywhere that will let me check this out, they all seem to want the reg plate.

I'm just wanting to make sure it isn't stolen more than anything.

Anyone have any ideas where I can check this?

I've just suggested that they accept VIN numbers as well as reg numbers since these are more definitive.
