I'd say 95% for the rider, he was way too fast. 5% for the car driver, because there might was a No entry sign.
The Highest court of the Czech rep. even said that you do not have to give way or expect another vehicle, if the vehicle is approaching way too fast. This was said, after a car driver did not give way to a rider that went 120+ mph in the 55 mph speed limit zone. If you can't work that out for yourself, then I worry about you. How can YOU be riding at a safe speed for the conditions if you exhibit poor judgement like that, is what I'm thinking.
He's going way too fast for the conditions. The car has no visibility and should've edged out slower, but he manages to come to a complete stop just before the accident. The bike barely has chance to slow at all due to the inappropriate speed.
80% bikers fault, 20% car.
