Well, you'll need a rod licence...

Yes you will. Either a Canal & River trust licence or a Environmental Agency licence depending which rivers you use.

Saying that, I know people who don't bother with them if it's an unpowered boat.

By the way, that isn't an equivalent of a driving license, you don'r need one of those. That is the equivalent of road tax.

Take your powered boat out into the sea instead, and no one will stop you or even care IMO.

I've sailed inland in pools where I did my RYA basic sailing course, and used low powered outboards on small boats in the canals, and on private fishing pools/lakes, but never on a river.

I did this many years ago....

seems to be quite widely recognised overseas as well as the UK

I guess as all things, every things fine until it goes wrong and the "official's" come snooping around

Not strictly true -

You have to have insurance and a BSC for inland waterways.

A VHF radio AND be certified to use it for waterways that are commercial shipping routes, ie Thames, Trent, Humber etc.

Go to sea and you can go naked, in a bath tub wearing Nelsons hat and no one will give a shit until you have to be rescued.
