Urgent help needed!

How in the fuck do these allen bolt and washers go?

Does the washer go on before the bolt goes through the hole or after?

I know I'm not making sense but I can't fit this damn silencer, the 3 bolts holding it to the pipe won't tighten up enough, what's gone wrong.

Arghhhhhhhhhhhhhh.

PS: Sounds like a harley without the silencer on.

It's hard to tell without more info, but the washer should go over the bolt before it goes into the hole. It's just there to spread the pressure over a bigger area I believe.

If in doubt, put one on each side?

Ahh so I haven't done it wrong.....But why the hell are they impossible to tighten up, do they require a special tool which gives you a lot of leverage?

I've been using a strong T-bar to tighten it up but I don't think I can get it any further.
