If the fork stanchion is 36mm should i get 35mm inside diameter fork seals?

Don't over-think it - just get the correct part for the bike, and don't worry about the measurements.

A seal that is specified to fit a certain diameter stanchion or shaft, may actually be smaller when you measure the inside diameter, but you also need to consider material composition, outer diameter, contact profile, suitability for purpose, and overall thickness.
