Rear linkage bolt stuck

Yamaha fazer fzs 1000. The front most bolt that holds the linkage to the frame is stuck, presumably the bolt is stuck in the sleeve that sits inside the bearing. I would like to take it out as it's moving around a lot so needs to be checked. I've tried levering a 2ft pry bar against it but it's not moving but it does rotate so it's not stuck in the linkage or frame.
As it's dust/grease sealed I can't get in there with any fluids.

Any ideas?
