I fitted a stretchy cargo net into mine and adapted some clips so that I can strap stuff down. Easy job.

I put a flat bit of packing foam half an inch thick into a 'bag for life' type plastic bag and stapled it up so it covers the bottom of the box. It seems to stop a fair bit of movement.

Available in poundland , Halford, Wilkinson, wickes, eBay, Amazon, and everywhere else. Cheap as chips. Line the bottom section of your top box for 99p and nothing will move in your top box again.

When I had a top box, my waterproof leggings lived in the bottom, folded. Anything small and loose would get wrapped in them.

I generally have a towel in there. If I'm taking my chain, I'll wrap it in the towel. Rinse and repeat.

I pop rivitted 4 small "P" clips in mine and hooked a cargo net in to them, also used Velcro for bits that lived in it permanently like the stand puck and disk lock.

Rather than fix anything to the Kappa top box (and risk the waterproofing) I popped in to a foam and materials shop and bought an offcut of dense foam (approx. 40cm x 40cm x 20cm thick) and whacked that in. Only cost £2.50. It also means you can cut little recesses in to sit things like socket sets, WD40 etc. and they don't move about.

ended up with an old giant baggy tshirt in mine at some point... found it helped.. so i left it in there... was also good for drying the seat on rainy days

I carry a towel and a change of clothes most places, waterproofs and spare gloves most of the time too. This is generally enough to secure delicate items. My E45 boxes have a strap that works well on a half full box.

Regulation BR cheese sarnies cut diagonally and fitted into the bottom corners of the box should work and last a long time.
