No, the CG125 isn't "restricted", it naturally makes only 10bhp, therefore is inherently Learner-Legal / A1 licence complaint, as 'standard'. Only bikes that make more than 14.5bhp 'as standard' have to be 'restricted'

Only things that can be 'De-Restricted' are standard bikes that have been 'modified' (from original sales brochure spec) by an after-market restriction, when you un-modify it to remove that restriction.

Bikes that make less than 14.5bhp 'as standard,', but have been 'De-Restricted'.. haven't.. they have been MODIFIED from the 'standard' to which they were sold, possibly to the same spec as another model that wasn't 'restricted' by the manufacturer, but it's still 'modified'... where legal implications get convoluted, but onus of proof is on plod to prove a machine that the brochures say is Learner-Legal, has been modified... if they catch you going over 80mph, its a pretty sure thing.... b-u-t... all hinges on what the original sales brochure said was 'Standard'. And nothing really to worry about on a CG125 that you'd struggle to make more powerful than Learner power limits, even adding a super-charger!!
