Governmental contracts, freedom of information etc?

Do we have any rights to know the details of contracts negotiated with private companies by the government?
Specifically, the new Dart Charge system.

Have received just the sort of service from them that you'd expect on a contract chosen based on the cheapest price.
I'm interested to know if they have any penalty clauses in their contracts - and if not, why not?

I was unamused to find a form letter which claimed to be relating to my 'recent inquiry'... which had been asked three months earlier and since sorted by them.

FOI requests are free so give it a go. Word it carefully so that there's no ambiguity. Response time has to be within 20 working days under normal circumstances.

As Islander states, you have to be very careful to word it correctly to back them into a corner and leave them as little wiggle room as possible.

I used the below to get the ATOS contract for the disability assessment which was a huge contract and I got most of it sent to me.
