Throttle sticking on after winter storage

Hi, my friend has a Sinnis Vista 125, which has just come out of extended storage.
Although starting her every week, he never rode the bike and now if you give her any revs then the throttle sticks open, and you have to go for the killswitch.

Due to the problem the bike is for sale at a dirt cheap price, and I'm tempted to buy.

But what could the problems be and where should I start to look? I'm thinking it's just shit on the cable after no use, but would that be fixed just through giving her some revs a couple of times a day for a week or two?

If not what else could it be?

Lube the throttle cable.

The throttle cable can have a cheapo prastik liner to reduce friction between the inner cable (that moves inside) and the metal (structural part) of the outers.

Some posher cables brag about a PTFE (Teflon, Not the resident BCF Novelist.) liner which offers even less friction and a smoother operation.

Smooth operation promotes better precision control of the engine speed.

Some really Basty Nastard cables are metal to metal.

No way to say what is on the beast in question but your first action would be try to get some WD40 or something better inside the twistgrip and down the cable.
It will involve a bit of Phaphery by squirting and coaxing the twistgrip to move.
There is a spring in the linkage to return the throttle to zero either in the twist grip or the carburettor.

Sticking throttle cable or throttle tube. remove the cable and tube, clean the cable and tube, re-fit with no oil.
