win 10 update = huge peer network?

I have just been looking through the update settings on a laptop that I let do the free win 10 upgrade.

It seems that automatic updates cannot be turned off and the default setting lets windows install updates with out notifying a restart, you can set it to let you choose when to restart but that's about it no way to stop the actual updates being downloaded.

The main thing that surprised me though is that there is a section that allows your pc to deliver previously or partialy downloaded updates to be shared to other pc's on your network or "over the internet".

Does this mean that every windows 10 pc is just a big peer network for windows update? cutting down on server load for ms at the cost of your bandwidth.
