mate has a cutter and tried all the free stuff which was crap
finally bought a package called Vinyl master Pro
https://www.vinylmasterseries.com/en/products_vmp.html

seems to have all the features and you can import a picture of a car or van
plot the dimensions by using the wheel center points then lay out the full cut and sort any colours out at the same time

Coreldraw.

As long as the cutter installs as a print driver you can use pretty much any software that will let you do outline fonts etc.
