The frame is the bike.
So, is the registration plate from the old bike with the (presumably) scrapped frame, or the new frame?
What's on the V5C? Does it match both the frame number and the registration mark on the bike?
If they don't both match, walk away because the first thing they'll do when you take that for an MOT is to type the frame number and the registration mark into The Computer and see if they match. ____________________ Biking is 1/20th as dangerous as horse riding.

Ask your self why no MOT !!
I not pay over £200 without an MOT
I also not buy unless the Frame and VIN plates match and match the V5c
Also the engine no should be clear and match the document otherwise walk away ____________________ Dave

It's worth what some-one is prepared to pay for it.
Y-Reg? Pre-fix (circa 1983) or suffix (circa the millenium?)
Ripped seat? Scraped mudguard? Wired on side-panels?
This doesn't really tell us whether you are looking at something that is a pile of old parts loosely attatched, fit only as a 'restoration project', or breaking for spares, or white goods in waiting, fit only to be stuck in a furnace to be melted down and recycled into a Jonying in China. OR some-ones pride and joy, that has sat in their shed for ten years after they passed their test, and is nie on mechanically perfect, save a bit of wear and tear where the kids have been using it as a bit of playground equipment!
But either way; WE don't have the bike in front of us to look at.. and if we did.. I for one certainly wouldn't be looking so superficially at the cosmetic bits, but getting down and dirty with the oily bits, to decide whether the thing had any mechanical merit, and chance of being a viable road-worthy motorcycle again.
So, btt, it's worth what some-one is prepared to pay; if you don't know what it's worth, and cant decide what it's 'value' may be in the state you see, then it probably isn't worth YOU paying anything... not even attension to it.
If what you want, is a viable road-worthy, running motorcycle; they go buy one, that has an MOT, not this one that doesn't. - You don't walk into a Super-Market, and start looking at frozen mince-meat, when you want to be served a ready to eat, hamburger, do you?
If you want a 'Project'.. well, then, looking at ingredients might be more appropriate, but unless you know how to cook, your mince meat probably wont end up looking much like a Big-Mac.. and in that scenario; well, it's likely to be an expensive way to learn about bike mechanics, in which the based price of the derelict you try tarting up, is almost certainly going to wind up a VERY insignificant proportion of what the endevour is like to cost you, before either you end up with a viable road-worthy motorcycle, or more likely, a lot of prettily painted scrap and new parts, rotting in your shed, when you give up. While IF what you want is a viable road-worthy motorcycle, likelihood that even if you know what you are about, (and odds of that don't seem good, given trying to evaluate the thing on the state of the seat cover) you'll get one from a derelict to an MOT station for less money than buying one with an existing MOT is very very slim...
So, what would YOU be prepared to pay for what you have in front of you?
