Lack of power

I've got a Aprilla RS4 50 which goes around 55mph+, I've been having the issue were there's 6 of my mates(all on geared and 50cc) going up a hill, and suddenly I'm at the back as mine only 25mph up the hill and there going 40mph(everytime I go up a hill) and every time where there's a windy day I get tossed around and get 20 to 30mph on a straight bit. As i said theres 6 to 10 of my mates with I and this only happens to mine and we all of 50cc. Why is this happening and can it be fixed?

Yeah go into 2nd gear, then it gets to 9000 RPM and I change to 3rd if it does the same thing I go back down

Sorry just getting to know the parts of a bike and haven't heard or come across power bands before so I have no clue
