"Extra" outlet on carb ?

Having a minor problem with a 12mm Delortto carb on my sons XPS 50 (AM6 engine), started the bike today it revved high as though throttle was part open, took the tank/seat off and had a look at the carb area, dirty so cleaned off with paraffin and notice there is a spigot sticking out that looks as though a tube should be on it ,the one just above and behind the oil inlet stub. Found a pic online and it shows an elbow , is it just another "overflow? or vacuum pipe fitting? Will try and attach the pic.

overflow in case of stuck float valve

Cheers, there is another that comes off lower down the carb that goes "to atmosphere" between the swinging arm, is it possible to have 2?

Not sure which pipe you mean but
Most carbs will have small vents/pipes at top of the float bowl open to to atmosphere which allow air displaced by incoming fuel to escape.
Without them the incoming fuel could be stopped or at least impeded
by the back pressure of the trapped air.
Float bowl overflow pipes are the ones that usually get routed down near the swinging arm to dump fuel in the event of a problem
