He was angled out before the bike was approaching. I don't think he'd have seen him in his mirrors, or when looking out his window as he'd have been obscured by the car in front. Biker should've slowed down.

Hmm, I'm torn here, granted he was more interested in the distraction of the other car edging out for a better view, but a car doing a U-turn from that position would be very tricky to avoid.
