So. They want to introduce a lower test fee with a high refundable deposit on passing your test.
And 79% of people fail first time.
Spin it that it's cheaper to do your test.
Sounds like a wizard wheeze there.

Indeed, let's play the "what have they already decided?" game.
Looks like:
Reduce the number of tests by penalising failure[*].
Reduce the number of examiners.
Sell off test centres and start tests from Halfords.
No mention of motorcycles, but I wonder if selling off test centres and reducing the number of tests will raise the issue of a single on-road test for bikes again.
Mike "the bike" Penning had a go at reintroducing it by sodding off the 50kph (>30mph) minimum speed for the weave and stop in mod 1. But the Sir Humphreys blocked the trimming of their empire by bawwwing that putting cones down on the road (why?) was such danger, very ow-my-back for examiners.
[*] And remember, while the DVSA will of course fairly and impartially consider your complaint about how your test is conducted, they will under no circumstances accept, comment on, or review audio or video footage provided by a test candidate or third party to facilitate a challenge to the conduct of any theory or practical test or its result. Because they wouldn't want to make a decision based on facts.  ____________________ Biking is 1/20th as dangerous as horse riding.
