<Technically>
Restrictions depend on whether the road is designated a "special road".

All motorways are special roads, but not all special roads are motorways.

For example, sections of the A9 have been designated a special road in order to raise the speed limit for HGVs above the national limit.

Or the "motorway" vehicle restrictions apply to the Eaglesham bypass section of the A726 deathroad.

However, I'm not aware of any special roads other than motorways that prohibit Learners. Anyone?

You are only allowed to use those roads with L plates displayed.

There are some tunnels on the A406 North Circular that do not allow motorcycles under 50cc to enter.

I used to anyway, coz I was well gangsta.

Definately seen A-roads with 50cc prohibitions but I've not personally seen one with an L-plate restriction.

They would have a sign just before you join the prohibited section if there was.

The North Circular is just such a road. There are no motorcycles under 50cc allowed but nothing prohibiting learners. If there were, it would say so on This sign

I wonder if the form or wording of that sign is prescribed. Apparently not, or at least one lot haven't got the memo.

A small, unlit sign set well back from the road, and before the ostensible restriction actually begins - if you can read this sign, you're already guilty? Everything that I've come to expect from road planners.
