Definitely a 4 stroke and around 1950's, UK made I presume.
EDIT: Could it be a '53 BMW R25/2?

Well, it's an OHV pushrod engine and the rounding of the fins on the non-pushrod side suggests a single or vee/opposed.
The heavy flange at the base looks like it'll be quite distinctive. As does the fenestrated top flanges.
I think RhynoCZ is close but with there being two of them, I'd suggest they are off a boxer engine.
With the caveat that I perhaps detect a certain ural-ness about the standard of finish on that bottom flange.
I'm plumping for an Ural.

As OP never said the two cylinders were from one motorcycle, I'll stick with the BMW. Also as Ural is a BMW copy (the story was: a Russian spy stole the blueprints in the BMW factory. Well, after the fall of the USSR they admitted, they bought them), Stinkwheel might be right, if the two cylinders came from one engine.
