Advice Please - Waterproof panniers??

Looking for waterproof panniers for my bike. Not huge, but probably about 20 - 30l each side, soft, but not floppy! (I don't have room for hard luggage)
Have a set of Viper bags off eBay that look really good, but getting into them is almost impossible as the opening is at the back of the bag, right up against the carrier and underneath the top box so they are not going to do the job.

Only other ones I can find is the Givi WP405, but they don't have great reviews.

Surely there must be waterproof panniers out there that dont cost the earth?

I use cheapie Oxford panniers - with dry-bags inside.

Dry bags are the way if you really want water resistance - I even bag stuff in my hard luggage.

I normally use several small bags rather than one big one (so one with my electronics/chargers/etc, one with fresh clothes, one with dirty clothes, one with layers that may go on/off on longer rides, one with toiletries etc.). Apart from keeping stuff separate, it also means that if you need to find something at the roadside in the rain you don't get everything wet, only the stuff in the single bag you opened.

Dry bags would be great, but does anyone make them tough enough and for mounting like panniers?
I wouldn't mind having to do some modifications, but you cant sew straps to them!

For waterproof panniers you need to look at stuff for the 'adventure' market. It does the job, but it's not cheap.

About £200 is the cheapest you'd a set of wolfman panniers, £360 for some Magadan bags, or £400 for a Kriega system.

Or Ortlieb for £150.

The only problem with soft panniers is security.

Security? Hadn't thought of that - I guess they would be welcome to my dirty knickers!!

Simply cannot believe no-one is producing waterproof panniers for bikes - seems such an essential to me!!
But I do live in a very windy and rainy place!!

If you're poor you can use binbags inside normal panniers.

If you're less poor than binbag users but not rich enough to get what c-m or Joe mentioned, you can use dry bags inside your normal panniers.

Get some security mesh for the contents of the bag, or security wire if you're worried about the bags themselves being taken. Yes with the latter they can just cut the bag, but then it's of no use to them.

The Alpkit bags are great, but not top opening so would be a pain - and I absolutely love the ones made from an oil drum, but my engineer pal would kill me!

Consider Givi E21 or e22 boxes or the Kappa equivalent. Bang on the size you want, lockable and properly waterproof. So much less of a pain in the ass than soft bags. Mounting options range from 2nd hand givi wingrack to SW Motech quicklock system, which may be avialable for bikes unsupported by givi, particularly those with sporting aspirations. If you have the pennies the latter is pretty good as it can be converted to fit most pannier locking mechanisms, and removed within a few minutes. Get the security locks that mean you need a key not just a 10p coin.
