Windows 10 'windows apps' breaking.

I've had this issue a couple of timesnow and so am familiar with the short term fix, but would like to get to the route cause.

My freshly built windows 10 pc keeps losing its windows functions. By that I mean anything in the bottom start bar stops working, the menu, the search, the clock, shortcuts, the whole lot. The bar is still there, but you can't click on anything, and the clock disappears entirely. Restarting does nothing, there are various fixes online, the only one that's worked for me is creating a new user account through cmd (you don't have to use the account, the act of creating a new one is enough to make the original one work).

It's getting a bit frustrating having to do this, so I'd like to work out what is actually causing the issue.

Any suggestions on how to begin getting to the bottom of this?
