Ok so, recently I had to replace the cylinder head on my lexmoto vixen 125. The new head doesn't have an EGR port so I had to cut off the connection to the carb. before doing this my bike wpuldn't idle at all but now it does! Great! but... it won't go above 8k rpm.. any ideas?

Check the cam timing and make sure the valve clearances are not too tight. Do you still have the air filter fitted? Is the exhaust blowing at the connection to the head?

When you removed the EGR... where did you lop it off? And have you 'plugged' it so that it cant suck extra air in and spoil the carburation?
