are they considered illegal? ok on a push bike but on a motor vehicle im sure they would be frowned upon, if they didn't flash you might be ok. worth checking before you get a ticket

If your'e in the UK it's a no go,

I don't care if they're illegal or not. My only concern is for safety so that other road users see me. If they are illegal the law is wrong.

Can you provide a study that shows flashing white lights on the front of the motorcycle is safer than standard lighting? Ignoring the safety argument for a moment, I think it's inconsiderate and distracting for other road users.

I often find that people who feel the need for this kind of excessive 'I need to be seen by other road users!' mentality are the ones who aren't seen because of their behaviour on the road. Their road positioning and observation is substandard, so they need hi viz or to paint their bike like a police bike or have flashing lights or whatever it is to cover up for the shortfall in their own skill.

I've been watching that video for over 5 mins, I've not seem them flash once. The flash rate is so slow I think you should get a refund.
