If a little 4t engine like that has seized, it's usually something fairly catastrophic like the camchain jumping a tooth or it having been run for a period with very low oil/oil pressure and the crank letting go.

What happened? Did it just stop? Any funny noises? How was it being ridden at the time?

Whip the plug out. What does it look like? Post a picture.

Dropping the oil into a clean container is a good next step. Check there is enough and strain it through a fine gauze to see if there are any bits of engine in there. Leave it to stand and see if a haze of metal particles appear on the surface.

The only way to find out what's going on properly though is to start stripping it down. I usually start by removing the rocker cover. A cam self-destruct or dropped valve can be obvious from here. Then I whip the head off, even if just to see the carnage.

Be aware, this may be more of a post-mortem examination rather than a fix. It's possible that something easily fixable could cause a 4t seizure (stuck on starter motor springs to mind) but most causes are terminal.

Sadly low oil is often more than just a
"It be stuck,
wife,
get me mah hammah" jobbies...
The lack of oil would result in excessive ware to the bearings and most of the top end as well as getting the piston *stuck* in the bore.
Free off the piston and if you are very very lucky it may be fine but will almost undoubtedly have reduced the life of the engine.
Usually the same oil lubes the clutch/gearbox so there could be some issues down there to...

usually OK

There should be an oil level sight glass or dip stick on the engine.

I would suggest dropping the oil anywho, put it through a strainer and see how much engine comes out.

If it seized due to oil starvation it could have gone with Cam, rocker gear, main bearings, big ends, small ends and bore.

Cam would probably seize first but the other bits could be critically damaged. That's if they weren't destroyed during the seizure.

This is what happens to a 4t engine when the top-end suffers oil starvation (in this case due to a combination of a weak design and over-use of RTV gasket goo):

Piston:

This is what happens when you thrash the living tits off one, downhill and heavily loaded for a protracted period until it heat seizes. This engine was thrashed to death (although it is known to be a delicate engine):
