Does adjusting the idle mixture screw on a carb scooter gets better fuel economy? Because to my understanding, the fuel is already metered in the idle jet, all it does is adjust the engine smoothness at idle, right?

Fuck about with it and you'll never get it started again and so won't use any fuel.

Yes it will improve fuel economy as will a larger slide, lowering your needle and a smaller main jet. There may be repercussions though.
